Report New Non-Emergent Child Abuse/Neglect

Non-emergent refers to a situation that is not critical, life threatening or in need of immediate attention.

At this time, ORCA is only available to mandated reporters. A mandated reporter is one who is legally required to report any known or reasonable suspicion of child abuse or neglect they learn about in their professional capacity. For a list of professions considered mandated reporters, you may wish to see California Code, PEN 11165.7. For a deeper explanation of mandated reporters’ rights and responsibilities, please visit California Code, PEN 11166.

For mandated reporters, please sign in/sign up to submit a report. This online report fulfills your duty as a mandated reporter, and you are not required to submit a separate Suspected Child Abuse Report (SCAR) form (BCIA 8572).
